Position Summary


The Financial Compliance Manager is responsible for all related activities associated with the compliance review program from communicating with awardees regarding invoicing matters; performing full portfolio risk assessments; leading and participating in contract desk reviews and site visits; preparing reports associated with the results of the compliance reviews; and communicating with PCORI management on issues relating to awardee compliance areas requiring additional monitoring.


The Financial Compliance Manager will support the Assistant Director in developing, implementing, and leading a new pre-award financial compliance review program in addition to developing an internal post-award financial compliance program.  This includes supporting other Departments in conducting compliance reviews and providing an independent assessment of compliance adherence.


This position requires a high degree of discretion.


Duties and Responsibilities


  • Support the Assistant Director for Financial Compliance and Finance Department Senior Staff in all matters related to financial compliance, desk reviews, and award terms and conditions.
  • Create standard operating procedures, training materials to internal and external customers, and compliance review materials.
  • Develop and maintain risk assessment on all contract awards (pre and post-award) and provide analysis and risk mitigation recommendations to internal customers to include Program Directors, Director of Finance, Chief Operating Officer, and Office of General Counsel.
  • Monitor awardee adherence to the financial contract terms and conditions and issue corrective action alerts as needed.
  • Assist in developing or updating and implementing policies and procedures related to financial compliance program.
  • Perform ad hoc contract award compliance desk reviews and site visits as needed.
  • Prepare, distribute, and present compliance desk review or site visit reports to Executive Leadership, Senior Finance staff, and Program Officer and Contract Administrators.
  • Monitor awardees adherence to compliance regulations, contract terms and budget. Provide written reports on questioned costs internal review by management.
  • Attend, and lead, cross-departmental meetings and teams related to active portfolio management and compliance monitoring.
  • Assist in preparing accruals Journal Entries for all research contracts. Prepare financial reports, project-tracking and variance reports, and other ad hoc reports for the Assistant Director, Director of Finance, and other leadership positions within the organization.
  • Assist the Contract Invoice Team with processing awardee invoices for payment, and work with Contracts Management and Administration and Program staff to resolve compliance issues to include communicating directly with awardee institutions to achieve resolution.
  • Manage Contractor financial compliance review and analyses; includes the collection and review of financial statements, indirect cost support documentation, D&B reports, debarment checks, and A-133 audit reports.
  • Perform contract management compliance analysis and make recommendations to the Assistant Director of Finance and the Assistant Director for Contracts Management and Administration.
  • Analyze business functions and processes in order to identify efficiency opportunities; proactively identifying and developing solutions to resolve critical issues.
  • Support internal system implementation requirement, includes Salesforce and other systems as required.
  • Other duties as assigned.
  • May require some travel.
